[PBBBB ASSOCIATION TBLKUBAH.] LEGISLATIVE COUNCIL. Tuesday, August 22. BILLS. The following Bills were received from the Lower House and read a first time :—l>»w Practitioners Bill (Bir G. Grey). Gladstone Recreation Reserve Bill, Napier High Sehool Bill, and the North Timaru Cemetery Bule Bill. The Industrial Schools Bill was read a third time. TBUSTBBB AND EXBOUTOBB AND AGENCY COMPANIES BILL.
The Hon. Mr McLean moved the seeond reading of the above Bill. Several members (poke both in support of and against the measure, after which the debate wai adjourned.

This Bill was read a lecond time, after a very short discussion. The Council adjourned from 5 till 7.50. EVENING SITTING. The Council resumed at 7.30. BILLS.
The Explosives Bill, the Stamp Bill (statute revision), Employers Liability Bill, and the Protection of Telegrams BUI, were read a second time.
The Bohool Committees Eleetion Bill wai thrown out after a short disoussion by 19 votes to 12.
For the Bill—Messrs Bonar, Brett, Chamberlain, Lehman, Menzies, Miller, Peter, Reynolds, Stevens, Whitmore, Williams, and Wilson.
Against—Messrs Acland, Baillie, P. A. Bnokley, Dignan, Eraser, Graoe, Gray, Hart, Holmes, G. M. Johnson, McLean, Oliver, Peacook, PolleD, Scotland, Whitaker, Wigley, Williamson, Wood. The Council rose at 10 p.m. HOUSE OP REPRESENTATIVES. TUEBDAY, AuGUBT 22. The House met at 7.30 p.m. SUPBEMB COUBT. Amendments made by the Legislative Council to the Supreme Court Amendment Bill were agreed to. NATIVK LAUDS ACT AMENDMENT BILL. The Hon. Mr Bbycb moved the second reading of the Native Lands Act Amendment Bill, The motion for the second readiog was carried, after disoussion. NATIVE BBSEBVBS BILL. The Hon. Mr Bbyob moved the committal of the Native Reserves Bill. Mr Taiaboa moved that it be committed thst day six months. Mr Stbvbnb seconded the amendment. Mr Taiaboa and Mr Tawhai spoke in support of the amendment. Mr HOXBB supported the Bill. Mr Kelly opposed the Bill, repeating the objection about suoh a vast area of land in the North Island being placed under the control of an officer not responsible to Parliament.
The Hon. Mr Brtch replied that the Government had brought in the Bill as a matter ot duty, and for no other reason. It was easy to ir-til empioiou into the minds of the Maoris, and that was what had been done in this case. So far the Bill waa correctly known. It was approved of by the Nutives, and he had received a telegram to that effect from important chiefs. It was true that some of the Maoris could take care of themselves, but otheri could not. It was a notorious faot that many Maoris were appointed to represent others in these blocks who flagrantly abused the trust. It was necessary to protect the Maori land against such. In many instances he found the Maoris desirous of selling their last acre with nothing before them but beggary. It had been said that the Maoris had no oonfidonoe in the Native Minister. That was an argument in favor of the Bill, as it proposed to take the land from under his control, and place its administration in other hands. To have these lands placed under the control of the Waste Land Boards would not obviate the objeotion to having them under Ministerial control, as it would be merely shifting them from the Native Minister to the Minister of Land.
The House divided. Ayes, 40; noes, 34. The motion for the committal was carried. The Native Land Division Bill was also committed.
In Committee on the Native Reserves Bill, Mr Kblly moved an addition, so as to make the Waste Land Boards Boards of advice to the Public Trustee in the administration of these lands. The Hon. Mr Bbtok refused to aocept the amendment, and Mr Stbvbns supported. The Committee divided—Ayeß 10, noes 36. The amendment was lost. At 12.30, Mr Shbehan moved that progress be reported on the three Bills, with leave to sit again, which was accepted, and the House rose immediately efter, and adjourned till noon to morrow.
