[ketjteb-'s telegrams.] SYDNEY, August 23.
Owing to prolonged absence from the colony, Sir William McArthur has been struck off the roll of the Legislative Council of New South Wales.
Mr Alexander Stuart having decided to move an amendment to the address in reply to the Governor's speech, censuring the Governor for the delay in calling Parliament together, Sir Henry Parkes has accepted the amendment as a vote of want of confidence in the Government, and the debate is now proceeding in the Legislative Assembly.
