KAIAPOI BOROUGH COUNCIL.
The fortnightly meeting was held on Tuesday evening. Present The Mayor (Mr Smith), Ors. Parnham, Woodford, Pinching, and Feldwiok. Application was made by Pearce, Bros., builders, to remove a building along Sewell and Oookson streets. Agreed to. A letter was read from_ the Railway Engineer’s department, stating the department would not fill the hollow containing stagnant water complained of, but the Council might do it. On the motion of Mr Parnham, seconded by Mr Feldwiok, it was resolved to oall the engineer’s attention to section 220 of the Municipal Corporations Act, and state that if the hollow was not filled by the department the Council would do it and charge the coat against it. Mr Fergio applied for a license to carry passengers, which the Council decided it could not grant. A letter from the superintendent of police stated the application for additional police at Kaiapoi had been forwarded to the Commissioner. A lengthy explanation from the Colonial Secretary’s office was read in reference to the deduction made for charitable aid; also a letter stating the Central Board would administer the aid in Kaiapoi, and an account of £7 Us for nursing a sick family would be attended to after receiving the doctor’s report. An application was made by the Fire Brigade for the Council’s patronoge at a benefit entertainment. Agreed to. Subscription lists in aid of distressed Jews in Russia were received. The surveyor reported on a number of small works in hand ; the contractor for metal was entitled to an advance of £3O. The inspector of nuisances had inspected several closets and pigstyea, and intended to make a complete circuit of tne town. Tho Mayor drew attention to tho nuisance caused by the burial of pork scraps and bones on the premises of Gallagher, May and Co. Or, Ft-liwick, for the finance committee, reported receipts—rates, £lO 10 ; dog tax, 10 ; contribution towards drainage, £4 16a. The present overdraft was £6O 10a lOd. Or. Woodford drew attention to tho number of dogs about tho town, which apparently were not yet registered. Accounts, £37 10s 7d, were passed for payment. Or. Parnham moved, Or. Woodford seconded—“ That the land given by Mr J. S. White bo called Darnley square.”—Carried. Or. Feldwiok said a report was current that a family in which there was diptheria had been attending the school. Or. Pinching said immediately the disease was reported the members of the family attending the school were sent homo. Or. Parnham suggested that care ought to be exercised by the managers of libraries in the re-issue of books from houses
in which there had been infectious disease. Of. Pinching drew attention to the glaring ease of a family suffering from diphtheria having been allowed to attend one of the Sunday schools. Or, Parnham said he had been asked by a ratepayer to say ho would give £IOO towards the erection of a peal of bells on Darnley square, and hoped this would be the means o f raising other contributions. The Mayor thought this was a matter entirely outside the Council. Mr Parnham had thought it would not be out of place to mention the liberal offer here, so that it might obtain publicity. Or. Feldwiok drew attention to the hordes of cattle which strayed about the borough at night time. Or. Woodford thought the Bench wore too lenient with persons allowing cattle to stray. The Mayor said that when he was on the Beech he iatanded to ask for an infliction of a double penalty for second offences. Or. Woodford thought all the fines levied at the Court ought to come to the Council. The Mayor explained that only in oases arising in the borough was the Council entitled to tho fines. The Council then adjourned.
