(FSB FBBSS ASSOCIATION.) LEGISLATIVE COUNCIL. Tuesday, August 8, FIRST SHADINGS. The Auckland College BUI (from the Lower House), the Savings Bank Act, 1858, Amendment Bill (Mr Whitaker), and the Private Tramways Bill (Mr Hart), were read a first time. XUMINOUS FAINT. Replying to Mr Nurse, The Hon. Mr Oliver said the Government wore testing the luminous paint for boaoonis, •ad would consider the possibility of using the electric light for lighthouses. BABBIT NUISANCE ACT, The Council passed a motion, at the instance of the Hon. Mr Robinson, that the Babbit Nuisance Act should be put in operation all over the South Island. Xhe Hon. Mr Oliver said the Government -wonld at once bring in a Bill to amend the Act of last year. TABIOUS BIBBS. The Customs Laws Consolidating Bill was read a second time, and the Small Bird Nuisance BUI a third time. The Mines Act, 16T7, Amendment Bill was also read a second time. BANKRUPT JUSTICES. The'Government assented to the following motion by the Hon. Mr Wilson, which was then passed :— " la the opinion of this it is inexpedient that Justices of the Peace who have beoamj bankrupt or insolvent should be retained in the commission of the the peace, and that Bush Justices should adjudicate in matters either criminal or civil.” The Council rose at 3 45 p.m. HOUSE OP REPRESENTATIVES, Tuesday, August 8. The House met at 2 30. ANOTHBB NO CONFIDENCE MOTION.
Ifr Montgomery gave notice that on the motion for the second reading of the Loan Bills ho wonld move as an amendment—- “ That this Home does not approve of the lout proposals of tho Government.” The Hon. Major Atkinson moved —“That House do now adjourn.” After the notice which had been given, and in accordance with Constitutional Government, they could not proceed with any other business, fie was glad Mr Montgomery had made up his mind to combat the proposals of the Government. He regretted, in the interests of public business, that be had not dons to sooner. But better late than never. He would be glad to meet him in fair fight at 5,80 to-morrow, by placing the Loan Bills first on the Order of the Day. fir Montgomery said he bad no objection Co the motion. The reason earlier action had sol been taken was because the loan measures had not been down.
The Hon. Major Atkinson replied that waa simply an excuse. These Bills had no w been down three weeks, and the financial statement, announcing what the Government intended doing, had been before the House nearly three months. The motion was carried, and the House adjourned at 3.30.
