[“ AEGTJS ” SPECIAL ] LONDON, August 8. The new French Ministry has been formed as follows ;—M. Duclere, Premier and Foreign Affairs ; M. D’Alliers, Minister of Interior; M. Tirard, Finances, M. Deves, Justice ; M. D* Van, Education; M. Lo Grand, Commerce. The portfolio of Works and other offices remain unchanged. The new Ministry is undoubtedly a decidedly Gambettist one, and is considered to be merely a makeshift. There are indications of the Marquis of Salisbury being inclined to agree to some compromise in regard to the Irish Arrears Bill. Considerable alarm is expressed in British Columbia at the large influx of Chinese which is taking place there.
