[PBESB ASSOCIATION TBLEGXA2I.J HOUSE OP EBPBESBNTATIVE9. Monday, Jexy 31. The House met at 7.30 p.m. ASBICULTtTBAI, COLLEGE. Sir G. Grey gave notice that he wecld move—" That provision be made for the establishment of an Agricultural College in Auckland, and to introduce a Bill on the subjeot." STANDING- OEDER3. The Houte went into oommittee to consider a report of the Standing Orders Oommittee recommending certain alterations in the Standing Orders of the House. After considerable discussion, the recommendations of the Standing Orders Ccmmittee were agreed to with certain amendments. The chief of which was that Bills affecting the wasts lands need not be referred to the waste lands committee. On the House resuming, and the resolution being reportei, Sir G. Gbby moved an amendment — " Thrst the Standing Orders Committee should be instructed to enquire into the right of private members to introduoe Bills affeoting waite lands without the assent of the Crown, and also as to the right of private members to introduce Bills affecting the taxation, _ and if necessary to fume orders to enable private members to introduce such Bills. Mr Hubbt proposed to rescind the decision of the committee that private members* Bilk affecting waste lands need not go before the waste lands committee. Mr Fulton, as chairman of the waste lands committee, exprossed the opinion that that body vac no longer necessary. Mr Montgomery moved—" That standing order 307, defining the duties of the waste lands committee, bo repealed altogether." Mr Htjest withdrew his proposal, and Mr Montgomery's wao agreed to. The disouerion was resumed on Sir George Grey's amendment. Col. Tbimble contended that notice should be given, and moved an amendment to this effect.

Mr Montgomery opposed the adjournment, arguing that the ruling of the Speaker had in effect been challenged, and it was due to him that tbe opinion of the House should be given at once. The Hon. Mr Bbycb said the proposal seemed to contain a reflection on the Speaker, and he strongly supported an adjournment. Sir Gbobok Gsby consented to withdraw the first clause.

Colonel Thimble moved m an amendment that dua notioe be given, and that they bffl printed on the order paper in the tuual way. The Home divided on Si* George Qrey'a motion, whiob wa» negatived by 86 to M. The third resolution waa thrown out on liie»vci:c* and the Home adjourned at 1.10.
