AFFAIRS IN EGYPT.
DECISION OF THE CONFERENCE. TURKEY REFUSES AID. SIR GARNET WOLSBLEY IN COMMAND. WATER SUPPLY OUT OFF. [EBUTKB’fI TELEGEAMS.] LONDON, July 21. The reply of the Porte to the Identical Note of the Powers, in which it states its willingness to send a delegate to the Stambonl Conference, is equivocal, and is generally regarded as equivalent to a refusal to send Turkish troops to Egypt Sir Garnet Wolaeley has been appointed to the command of the English troops in Egypt. MALTA, July 21. A further detachment of 2100 British troops loft to-day for Alexandria. ALEXANDRIA, July 21. Notwithstanding the action of the rebels in diverting the water supply by cutting the aqueduct, there is sufficient water in the canal flowing to the city to last for some time. On Monday next the Hon. W. R. Gladstone, as Chancellor of tho Exchequer, will propose a vote of credit in the House of Commons for the purpose of strengthening the British forces in Egypt. CONSTANTINOPLE, July 20. The Porte, in reply to the Identical note of the European plenipotentaries in conference at Stambonl, has agreed to discuss the questions proposed it. the note, and will appoint a representative to confer with the Ambassadors of the Powers upon the position of affairs in Egypt. ALEXANDRIA, July 20.
A reeonnaisance of Arabi Pasha’s position at Kafrodowa has been made, and it has been ascertained that his entrenchment is in a situation of considerable military strength, and capable of being well defended. It is not yet known what steps will be taken to subdue the rebel army. The reeonnaisance party further ascertained that Arabi Pasha has cut the Mamoudieh canal, through which the supply for the city of Alexandria is brought. Tho inhabitants are now suffering from a scarcity of water. [“Age” Special] LONDON’ 20, 5.57 p.m. The Conference has decided that the Suez Canal is outside the Eastern Question, and tho Porte has proposed that a fresh assembly should take place. Spain is despatching ironclads to escort the mails through the Canal. Arabi Pasha is nearing Alexandria.
