DRAINAGE BOARD.
An ordinary meeting of this body was held at 230 p.m. yesterday. Present —Messrs L Harper (chairman), W. Vinoect, A. Ashworth, S. Manning, A. Dunbar, W. H. Hubbard, J. E, Parksr, and Dr. Doyle. The engineer's report was read, and its clauses considered seriatim, viz :—Clause 1, having reference to the drainage of B.S. 1146, was ordered to stand over till next meeting. Clause 2 was agreed to. Clause 3, re planting pine trees on Sandhills reserve. Clause 4, re Batte.-sea street pipe drain to Gasworks road; and Clause 5, re drainage from East belt into Bingsland creek, were referred to the works committee, with power to aot. Mr Wm. Dearsley waited on the Board, asking permission to fill up that portion of Jackson's creek which passed through B.S. 175, in the vicinity of the Stanmore road. It was in no sense of the word a oreek, as it was dry except when used for tho reception of soapßuds and liquid filth by surrounding residents. The Beard promised to attond to the matter, and try to afford relief. letters were received—From the City Council, enclosing aooount for £9 9s 81 for work dons in Manchester and High streets in consequence of the pipe-layers having left the streets in an unfinished state, It was agreed that the claim be not recognised. From the City Surveyor, stating that the Council employes denied having swept silt into the sumps, and also calling attention to sunken portious of Hereford and Barbadoes and St, Asaph streets owing to drainage works. The letter was received. From the Sydenham Borough Council (1) calling attention to the need of repairing pipes leading from a sump in Colombo street; (2) calling attention to the damage done to the Sydenham streets by laying sewage pipes, &<\, and threatening to repair same and debit the Board ; (3) asking how it was intended to divert the vrator bow finding its way into the Colombo road sewer at Battersea street. No. 1 was considered as work pertaining to tho Sydenham Borough Coucoil. No. 2 was referred to tho works committee and tho engineer to take action. No. 3 was referred to the engineer. From Motsra Harper and Co., stating that Mr J. T. Ford had been nominated by Mr Attwood as his arbitrator re his claim *oi compensation. Beferred to the works oi-ai-mittee to report at next meeting. From MiB, Yincent, asking that the fence on section 39, Hargood's lane, be repaired. Baferred to the engineer. From Mr E. Beard, applying for a license to make house connections with the main sewer. Granted. From Mr F. Jones, accompanying petition signed by upwards of 1000 of the principal ratepayers and residents in Ohristohurch and its vicinity, in favor of the proposed Drainage Amendment Aot. It was agreed that the petition be forwarded to Mr Thomson, for presentation to the General Assembly. Accounts amounting to £515 33 8d were passed for payment. <• The works committee reported as under;— The commitles recommend that the tender of John Calvert be aoceptsd for widening and deepening Toon's drain from Church road to. Dudley Creek, and that the deposit of J. Shalvey, who has thrown np the contract, be forfeited. The committee recommend that a pipe sewer be laid in the Windmill road from Living stone street to South belt, and let to Stinson at schedule prices. That the engineer be instructed to call for tenders for the extension of the Gasworks road sewer to the Heathcote. With regard to the claims for land taken for Spooner's drain, the committee would recommend that this drain be abandoned from Spooner's road to High street. That notice be served on Mr Spensley to remove all earth deposited by him in Bell's creek, thereby damaging its timber outlet, within forty-eight hours, otherwise the work to be done by the Board at his expense. Ihe committee have authorised the expenditure of JBB for material to fence part of the pumping machinery, as required by tho inspector of machinery. Alio, the extension of the Bingsland sewer in Victoria street to the East belt, provided there were sufficient funds ont of tho money allocated. The have also authorised the engineer to purchase ten barrels of cement for sundry works. The report was read, received, and adopted. The finance committee called the attention of the Board to tho large amount of arrears of rates uncollected. Ohrietchurch has £9O 2» lid still uncollected ; Sydenham, £165 18s 3d; Avon, £423 163 ; Heathcote, £715 13s 8i; and Spreydon, £9 15s lid, making a total of £1405 63 9d still uncollected. Biocarton is thus the only distriot whioh has paid all its rates to December 31at, 1881: The committee would, therefore, recommend that the local bodies be written to, asking them to at once commence legal proceedings to recover such rates. Agreed to. Mr A. Dunbar thought that litigation was to be avoided if possible, and would therefore move " That the claim of Mr T. H. Parsons be referred to the works committee, with power to appoint arbitrators to settle the whole matter by arbitration. Dr. Doyle seconded tho resolution. On the suggestion of the chairman, the matter was referred to the works committee for its opinion on the advisability of submitting it to arbitration, if the parties are agreeable. It was agreed that two artesian wells be sunk for flushing purposes, one at the corner of Colombo and Gloucester streets, and the second at the corner of Cashel street and Oxford terrace, and tliat the tender of Messrs Armitsgo and TJnwin be accepted therefor.
