[reuter’s telegram.] MELBOURNE, July 14. The Government intend that the turret ship Cerberus shall bo fully manned and equipped for active service, in case of necessity. Considerable dissatisfation exists among the men of the Naval Reserve, in consequence of the new regulations which have been issued requiring increased drill. Arrived —Arawata, s.s., from the Bluff. During the passage she encountered a heavy gale, and lost the valuable Clydesdale bull, Billy Eairplay, which was on board. ADELAIDE, July 14. The Insolvency Court has refused a certificate to Harges, the Auckland lovanter.
