WELLINGTON, July -i. I hear that over 200 replies have been reoeived from 100 si bodies to Mujrr Atkinson’s circular. Those are being printed e» quickly as possible, and will be laid on the tabic at an early date. I understand that they exhibit considerable diversity of opinion, but nor dially agree in the opinion that the Government should provide ample eubsidka or otherwise supplement their funds. ■ _ , From what I can gather I do not think tho proposals for amended Parliamentary procedure suggested by the Standing_ Orders committee have rny prospect of being carried. They do not go fur enough for the Government in the way of providing chocks on obstruction, and would give an undue proportion of time of the House for private business to the serious prejudice of Ministerial work. I fsnay the Government will oppose the adoption of the new rules, and that they will be negatived. I anticipate also that private members will in future not get more than one day per week. There were protracted Cabinet meetings again today, _____
