[By Tbaegbaph,] ' [Per s.s. Hero, at Dunedin.! LONDON, Undated. The settlement of Zululand, as arranged by General Wolseley, is to be recast. The details ore not settled, but the allotment of thirteen chieftainships are to bo recast. The agitation for the modification of the Scotch land system is gaining strength. Mr Gladstone, in reply to a deputation, expressed the determination of the Government to bring in a Bill this session for the extension to Scotland of a liberal tenants’ light, but will defer introducing it until the Procedure Bill is disposed of. A revolution has broken out in Uruguay. The Turkish Government has sent a circular note explaining the reasons why the Porte will not take part in the Conference. The circular insists get erally on the right of the Eultsn to deal with tributary States, and his ability to settle affairs in Egypt without the interposition of the Powers ; and points out the inutility of tho Conference, the Porte being fully prepared to deal with any emergency, and tho Egyptian Government and people bally recognising the Porte’s authority.
