ST. ALBANS BOROUGH COUNCIL.

A special meeting of this Council was held Sit 7 pm. yesterday. Fiesent, his Warship the Mayor, Cra. Bull, Dickinson, BlakistOD, Turner, Money, Mann, and Moor. The object cf the special meeting was to confirm the minutes of a special meeting held previously, and to approve the by-law for the regulation of slaughter houses, as passed thereat.

Cr. Bull moved, and it was unanimously agreed—" That the by-law as passed at the npeoial meeting of this Council, on May Btb, for the regulation of slaughter houses, be confirmed."

The ordinary meeting of the Council was then held.

The Mayor stated that he had waited on Mr Broham re increased police protection, *nd he was informed that the foroe was so limited that it could not be then acceded to, but vhon it waß augmented the application would be attended to. The postmaster thought there would be no great difficulty in extending the postal delivery in St. Albans, but with the present assistance it could not be done, but two deliveries per day would require another letter carrier. Cr. Turner thought it would be as well to employ a cadet in the offico at say £3O a year to assist in tho cfßce work, and be on the spot. It was moved by Cr. Bull and agreed—- " That a rate cf one shilling in the £ on the rateable property in the Borough for the present year be struck. It was also agreed that the rate roll should be open for inspection during office hours. Cr. Turner moved, and it was agreed—- " That b cedet be employed to assist the borough clork and surveyor at a salary of £4O for the first year, £6O the second, £BO the third year, and £IOO for the fourth year, and that advertisements be inserted in the paper* calling for applications." Sundry accounts; amounting to £132 10s lid were paßsed for payment. The receipts since the last meeting amounted to £B. Credit balance at Bank, £l3 9« 2d. The report of the works committee was submitted and approved. The Drainage Board wrote recommending that a side channel to connect with the r,torm water Eewer in Crescent road should he constructed, and that the Board intended to cut a drain through R. 8. 324, to give relief to a large area of land.

Messrs Turner and Blakiston were appointed delegates to the Conference re Board of Health regulations. In reply to Mr Harman, who wrote stating that no provision had been made for the appointment of a clerk to the Licensing B->neh, snd recommending Mr W. &. Walter ba appointed at £5 per annum, it w.ig decided that a reply be sent to the effect that the Borough Olcrk will act in that capacity. The patronage of the Mayor and Council wfis asked to the torchlight procession on the 15:h June.—Granted. A letter was read from Mr J. L. Wilson c»Uir:cr attention to the state of a portion of the footpath in the Carlton Mill road. The Surveyor replied that it was being attended to, The Drainage Board wrote advising that a drainage rate of 1b in the £ on the suburban, ai:d BJd in the £ on the rural portion of St. Albans had been ssruck.

Or. Blakiaton called attention to the paths in the Springfield road, and he would ask that they be temporarily remedied in the most oonvenient way. Referred to the works committee.

Tenders for the repair of crrtain footpaths in the borough, and the kerbing of a portion of the Papsnui road were opened, but being beyond tho estimated sums none were accepted. The tenders of Messrs Collins and Son for painting the Borough Council offices, and of Mr Donohuo for repairing and shingling & portion of the boundary road were aeccpled. The Council then adjourned.
