1 he fortnightly meeting was held on Tuesday. Present —fhe Mayor (Mr Smith), Ore. Parnham, Moore, BV-ldwick, Woodford, May, Fraser and Pinching. Leave of absence was granted Cr. Mathews. Letters were read from Timaru Wrecks Belief Fund committee, soliciting subscriptions. From Charitable Aid department, slating that no deduction had been made from the Government subsidy for charitable aid in the borough, as stated in a otter from the Council. The Moyor and the clerk were requested to further explain the matter, the former giving it as his opinion that Boad Boards and Councils would have to keep up tho aid without the help of Government grants. From Mr W. Harris, superintendent Christchurch fire brigade, forwarding a copy of the Fire Brigades Bill, which provided mainly for the collection of a rate not exceeding one penny in the £ within road districts or boroughs for maintenance of fire brigades. Referred to a committse of the Mayor, chairman of the fire prevention committee, and superintendent of tho fire brigade. From Mr Linklater, asking the Council to reconsider his salary for lighting, bridge cleaning, as engineer to the fire engine, and attending to the clock and time bell. After some discussion on the matter it was referred to the lighting committee for a report. The surveyor reported the Beach and Ohoka drains cleared. Pipes had been put in Jones street at May’s corner. A drain was recommended to be made across Charles street, opposite Mr Farnham’s premises, to which he would contribute. It was advisable to have Charles and Cooksou streets scraped. The crane had been erected at the railway station. The report was adopted. On the motion of Or. Feldwiok, seconded by Cr, Pinching, it was decided to put in piping in Jones street at all the corners in the side channels. The chairman of the finance committee reported the receipts—Dog tax, 10i j rent, £56 5a ; present overdraft, £l5B 13s sd. Accounts, £24 4s 6d were passed. The Mayor explained that owing to illness, he had not been able to call the cemetery committee together. No reply had bean received from the Mandeville Road Board regarding Boaoh road. In reply to Cr, Moore, tho clerk said the cost of clearing Ohoka drain was Is 4JI per chain, the Beach drain £4 for the work. Or. Pinching, referring to the manner in which the late Premier had distinguished himself, moved—- “ That the Council present Sir John Hall with a respectful address, congratulating him noon bis having attained the honor of Knighihood at the hands of her Majesty.” Ur. Woodford seconding, said Sir John Hall was tho first Besident Magistrate at Kaiapoi, whore he gave every satisfaction, and as an early settler, though not a pilgrim, he had shown by his conduct that he was able to lead the Assembly, and had proved himself capable of getting the country out of a serious difficulty. (Hear, hear.] He remembered Mr Hall as a member of the early Provincial Council. Or. Parnham supported the motion, remarking, amid some laughter, that Sir John Hall had proved a better Premier than a Magistrate. Other councillors endorsed the remarks made, and tho motion was agreed to, Mr T. Heney applied for a road to be opened at east end of Cass street. Beferred to works committee. The Council went into committee on the question of a new bridge. A tender was accepted for 1400yds of metal at 2a 6d per yard. The Mayor, Ore. Parnham and Woodford signed the burgess roll. It was resolved that a rate of Is in the £ be made on the rateable properly, to be payable on July Ist. The Council then adjourned.
