[renter's TELEGRAMS.I LONDON, May 16. In the House of Commons last night a Bill was introduced by the Government for dealing with the question of payment of arrears of rent in Ireland. The measure provides that the Irish Church surplus should be appropriated for the purpose of clearing tenants of their liabilities. The Church fund will thus be entirely exhausted. It has transpired from reliable sources that before bis release from Kilmainham Gaol, Mr Parnell promised that agrarian outrages in Ireland should cease, and undertook to co-operate with the Government towards that end. The Australian mails per Orient steamship John Elder, which left Melbourne sth April, were delivered here yesterday.
