After Mr Lee had made these remarks the minutes as read ware confirmed.
The Chairman mentioned that before any etepi could bs taken towards levying the epeoial ran, according to clause 21 of the Canterbury Bivera Aot, 1870, some competent person wu»t be appointed by the Superintendent or Governor to report that the particular portion of the district, whioh the Board by resolution declared to be properly liable to contribute to the works recently constructed was so Hahle. He had specially instructed tho secretary to convene the meeting, so that the necessary application might be made to the Government in the matter. Tho Ohyiman was authorised to oommunieate with the Government on the oubjeet. Mr Osborne thought that the money expended on tho works between Knyvett's and Mr Miln'a should be charged to the special rattt distriot. Mr Forsyth thought that one half of the outlay would be sufficient. Corrorp'indence was read. From Messrs 2Jee and Williams and Mr Edwin White, ooccpting the terms offered by the Board for tho re adjustment of their rent, but suggesting, as the term " water-line," for defining the limit of the land to bo paid for was very rajue, trnt, the surveyor should be instructed to include all the land bearing herbage that <jm be utilised for feed. The suggestion baving been already forestalled, the seore-ta-y was instruoted to advertise for tenders Bt once. From Mr Hurst, approving of the appointment of Mr J. D. Ajland as arbitrator. From Mr Acland, aocepting the Board's appointment as arbitrator. Several tenders Were opened for leasing the bluegum plantation r.?z.r the sheep dip, but were deolined by the Boa-d, as the rental offered was not considered sufficient. The tenders of Mr Carroll for leasing resnve 1244, and of Mr Desboroogh for part of reserve 1243, wero accepted. Mr Osborne gave notice of his intention of snovmg. at the next meeting—" That the special rate district be charged with one half oc the cost of the works recently done." The sco etary was instructed to prepare and publish the balance-sheet for the year ending 31it Maroh, 1832, and also a statement of the expenditure in labor and material at the repairs and new workß just finished bebw Kn/vett's and at Brawley's. The foreman ur.tended and reported that the works on Brawley's frontage needed repairing, and uiked to be allowed the assistanoe of one extra hand.
Mr Bishop moved that one extra hand be employed for fourteen days for repairs. Mr Moorhead'i request that a chimney be ereoto.i to his cottage without prejudicing his interest in the building was granted. The financial statement, showing receipts, £18510'; diaburipments, £385 Is 2d ; present overdraft to be £199 lis 2d; was examined, and a few small aooounts passed for payment, and the Board adjourned.
