MELBOURNE, April 25. Opening of Parliament. The Victorian Parliament was opened by his Excellency the Governor, who, in in his speech on the occasion, said that the increase of revenue had enabled the practical extinguishing to a great extent of the deficit of the past year. His Excellency annrunced that Bills would be brought down during the session for tho reduction of the postage; for law and land reform j Civil Service regulation ; increased self-government; and for the preservation of public health. Shipping. Sailed—This afternoon, the Union Company's steamship Rotomahana, for the BlufE. ALBANY, April 25. Arrived —This morning, P. and O. steamship Carthage, in King George's Sound, with inward mails via Suez and Briadiai datoJ Lond«a, M*rch 24th.
