KAIAPOI BOROUGH COUNCIL.

The fortnightly meeting of this Council was held on Tuesday evening, Present —tho Mayor (Mr Smith), Ors. Pinching, May, Feldwick, Matbewe, Stanton. Leave of absence was granted Crs Moore and Fraser. From Mr J. O. Porter, stating that tho year for which the fire police ware sworn had expired on February 14'h. The Mayor said he would call a meeting as soon as possible to Bwear in members. From South Waimakariri Board of Conservancy Board, asking if the Council intended to take any aotion respecting a plan to deal with the river upon a plan submitted by DobEon and Son two years a;;o. Or. Pinohing moved, Or. Stanton seconded — " That the letter be acknowledged." The Mayor stated that the Council could not take aotion outside the borough. The ruction wa3 agreed to. From the lessees of the Endowment reserve, stating they were under the impression the rent, was agreed to be received half-yearly. O'. Pinching movod, C.-s May sec:nd;d—' That the attention of the lessoeß be drawn to the conditions of the leftse." Carried. From Mandeville and Bangiora Boad Board, forwarding cheque £73 17s lid, half cost metalling Beach roac 1 , and pointing out the work would require to be overlooked. From Mr J. C. Helmjre, solicitor, forwarding pUn of proposed division of part seotion 321 on North road and Fuller street, and asking the Council to consent to line of stroet reserved Cr. Hoohing n-oved, Or. Miy s'couded—- " That the penuifeion be granted, and the Council will accept the street when it has been formed and metalled." Carried. The surveyor reported that soil was being removed from a paddook leased by Mr Moran from the Church Property Trustees, which at some time might assist, an encroachment of tho river. It was decided tho Council could not take action beyond drawing tho attention of persons interested to the matter. The Merl reported that the main drains required dsaring at a cost of £2O before the winter weather sot in. It was resolved that tho work be tendered for. Copies of telegrams and lettors relative to a required grant towards the bridge and proposed oonstruotion of the

tramway wero raad; also, a letter from Mr Isaac Wilson, stating that the Premier, Major Atkinson, and Mr Rolleston, had agreed to the proposals made regarding the bridge and tramway. A reply was read from the Hon. the Premier, string that as the tramway would cost £I4OO without the bridge, the railway officers reported against it. The Mayor recommended that Mr Wilson when in Wellington should see into the whole matter, as the Council wero dependant upon the Government for the execution of the work. The reoeipts for the fortnight, inoluding the amount from the Mandeville Road Board, £22 9s rates, and £ll7 1« r.nt, amounted to £225 3s 7d. The present overdraft was £l2l Os Id. Payments £36 11a lid were paise J, oi e acsoun'; being hold ever for examination by the returning officer. Cr. Pinohing moved, Or. Mathews seconded—" That the 'Press'be appointod the official papor of the Council for the ensuirjg twelve months." Carried. Cr. Pinohing advocated the neoeßsity for letting the Ferry reserve upon lease, and it was agreed that the Mayor and the member for the district be asked to take notion with a view to securo the right to let the same. Attention was drawn to the payment for oonorete channelling on North! road being overdue, and the better lighting of the swing bridge. The Council then adjourned.
