DRAINAGE BOARD.

An ordinary meeting was hold yesterday afternoon. Present —Mr W. Vincent (in the ohaii), ar.d Messrs F. Jones, J. E. Parker, A. Ashworth, and W. F. Hubbard. Mr W. Whito, junior, was absent through illness. Mr 8. Manning sent a lottet die apology for absence. The Assistant Engineer reported that a culvert under Hill's road, taking the water off 'Sing's drain, had proved unable ts convey all the water during flood, owing to tho drainage of so large an area now passing through, and recommended that a large culvert be •substituted. There being suitable timber in stock, tho cost would net exoeed about £6 Adopted. Mr H. Taylor's purchase the old stable at the pumping station, was referred to the works committee.

The City Surveyor wrote requesting that tho Board would repair without delay the damages which th v progress of the drainage works oaused in 'Now street and Moa place. Referred to works committee and engineer to report on. Messrs Garrick and Oowlishaw wrote that they had deferred aotion_ regarding amendments in D/aiuaga Acb until after the present meeting. Mr Albert Cuff, Avonbend, wrote touohing Mr Brigbtling's application for use of a reserve. Before Mr Cuff left the City Council, as ohsicman of the sanitary committee, a petition requested the Counoil to prohibit the surrounding districts from burying their nightEail in the city's reserve, an the praotico caused the "whole of that traffic to be takon through the oity and through Avonsid6, the inhabitants of whioh spoke of an injunction to prohibit the present reserve from being used and made a nuisance, especially to the Avonside people and the inhabitants of the eastern.portion of the oity. The Oity Council g.-aatod the petition, and gave the districts using Taserves notice to discontinue, hence the contractor's application to have the use of a reeervo in tho immediate neighborhood of the one he has been debarred from using. If tho 'Drainage Board were to grant the request Mr Cuff urged that another howl would be raised by inhabitants past whose promises the surrounding distriots' nightsoil would be carted, and thuß the relief granted by the City Counoil would be upjet. The assistant engineer reported that there was no objeotion provided the work was done to hia satisfaction. Besolved—That Mr Cuff be informed that the Board sea no prospect of remedy pending the adoption of the water-closet system. Mr H. Fabling wrote, inquiring the oause of delay in payment of compensation for damage done to his paddook. Besolved—To pay forthwith. Tne works committee reported that tenders had boen reoeived—(l.) For Biugsland stormwater sewers—J. Brightling ; total amount of contract, £2319 3* 3d ; total as per schedule, £2705 10s 9i. J. Stinßon £2702 14j and £3lßl 7a respectively ; and C. Wadey £2130 and £2684 17s 8d respectively. Wadey'« tender was deemed iuformal, his deposit cheque of £3OO not being marked as good for twenty-one days. The committee, therefore, decided to acoept Brightliuz'a tender. Recommendation adopted. (2 ) For flumes r.nd drains at Sandhills—(Vl. McNamara,

£294 ; J. Bristling, £297 lis 6i; C. Wadey, £369 8i 7d. Subjeot to adjustment of eohodule, the committee decided to acoept McNamara's tender, it being the lowest, and the others being informal through the deposits not being marked. Adopted. (3) For coals—J. A. Bedpath's tonder was accepted for Newcastle coal at £1 10s 5d a ton. Of the twenty-two applications for the appointment of meohanioal engineer, six were seleoted, and these will be subjeoted by Mr Crowe, Inspector of Maohinery, to the test of a competitive examination. The committee's recommendation of John Patterson for the appointment of fireman was approved. The committee's sanction of the expenditure of £5 for repdrs to fences along drains through the district was adopted ; also the appointment of an inspector at £3 a week, that the Bingsland storm water sewers might not be delayed. The committee declined to allow the connection of the Temperance Hall Company's premises with the Madras sower by laying a 4 inoh pipe in Bedford row ; nor could they recommend the laying of a 6-inoh pipe in Belford row, the applicants having already a sewer in front of their premises. The committee reoommended that the engineer's scheme of September last year, referring to drainage of the properties of Messrs Kruse and others at Papanui, be oarried out with slight additions ; but could not recommend compensation to Mr Kruse on account of his claim of Maroh this year. Referred to next meeting. Be Mr MoFadden's complaint, the committee found a bridge had been removed by the Road Board, and an 18 inoh pipe substituted, apparently insufficient to carry the water, thus flooding the land. Letter to be written to Avon Road Board. The committee having inspected Mr Isitt's premises, Papanui road, suggested that he be required either to oarry out the engineer's recommendation or to divert the line of pipes under his house and re-connect with the pipes laid in Mrs Richardson's section, and that he be called on to give the nooessary grant cf easement. Suggestion adopted, the choice of alternatives to be at Mr Isitt's option. In regard to the drainage of Selwyn street south, the committee recommended that the drain should not be widened, but that tho water from Riccarton distriot and part of Spreydon distriot should be diverted where meeting Linooln road, near the Asylum gate, and be taken into the Heathcote near the bridge, Adopted. The oommittee oould not see their way to altering their decision respecting the drainage of Bydenham. Matter deferred till next meeting. The Chairman reported progress in the amendment of the Drainage Act, Resolved, to ask the Board's solicitors to forward the amendments as soon as possible. Accounts amounting to £152 on the loan account and £57 149-81 on the rate account wero passed for payment. Resolved that the previous motion, referring to the bridge oommonly known as " Attwood's," be rescinded, and that a letter be sent to the Heathcote Road Board asking them to state on what authority the bridge had been erected.

It was unanimously agreed that all correspondence dealing with the Board should be f.ddr. r.ood either to the chairman or the secretary, and not to the engineer, the practice of addressing such letters to the engineer occasionally proving inconvenient. Mr Hubbard's motion, that 6ho applications from persons wishing to obtain lioenses to connect huus.'S with main sewers .be referred to the engineer to report on, was oarried. In reply to Mr Jones, the assistant engineer stated that ultimately, on.completion of tho connections, the material at present drained from the breweries and running down Forry road would be diverted to the pumping station. Mr Hubbard gave notice of motion—" That tho present Bingsland storm water contract be extended to the amount allocated for the purpose."
