LYTTELTON BOROUGH COUNCIL.

The usual meeting of the above Council was held on Monday night, when there were present—The Me-yor (in the chair), and Crs. Macdonald, Reed. Girforth, Webb, Stinson, Grubb, Nmith, Weybnrne. Cr. Chalmers, newly elected, took his seat. Tne receipts since the preceding meeting were .£240 14s 6d. In connection with the proposal to permit an addition to be made to Mr C. E. Cart ia’a property on London street of other materials than brick, stone, or concrete, the borough solicitor wrote that to do so without first altering the existing by-law bearing on the subject would place the Council in an invidious position. 'lhe opinion of the Council at its previous meeting had been that the by-law was too stringent. Cr. Chalmers said the by-law did inflict a hardship, he thought, and for his part he would like to see the by-law amended so as to exempt such frames and iron buildings as existed within the prescribed limits when the by-law came into force, say, for a term of from seven to ten years. The suggestion was supported by the Mayor, and, on the motion of Cr. Chalmers, the Mayor was asked to sea the borough solicitor with a view to having the amendment drawn up as proposed. Upon this being passed by the Council, the concrete brick and stone by-law would affect only buildings to be erected since the passage of the new bylaw, and ruch additions and alterations as exceed ordinary alterations of existing boildings. A special meeting is to be held on next Monday week, to decide upon the proposed amendment. Accounts amounting to £205 16s 2d were passed for payment. With respect to the balance claimed by the contractors for the sowers in Salt’s Gully, the works coxnmiteee reported that they had been through the work measurements, and they found that an overcharge of £3 15s 3 i had been made. Cr. Webb moved—“ That the report of thecommittee be confirmed.” Seconded by Cr. Reed, and carried. The foreman of works repotted upon the site for the improvements at the waterworks at the Heathcote.

The suggestions of the foreman were authorised to be carried out. Cr. Webb wished that instead of the water being out off half the day a« at present on the highest level it should he loft open in the same way as in the lower parts of the town. Cr. Smith concurred with the suggestion. The matter was left to be tried as an experiment bv the works committee.
