The announcement of the retirement of Prince Gortschakoff has been received with general satisfaction by the European press, and the appointment of M. Giors as his successor is interpreted as indicating the adoption of an avowedly pacific foreign policy. LONDON, April 10. News has been received in London that Parnell has been released from custody, and has left Dublin for England. Later. It has transpired that Parnell, who is now on his way from Dublin, has been released on parole for a week to enable him to visit Paris, where his sister, one of whose children has recently died, reST. PETERSBURG, April §. It is announced that Prince Gortschakoff has been relieved of his official duties as Minister of Foreign Affairs. His Highness, who has filled the position for a period of twenty-six years, will, however, retain the dignity of Chancellor of the Empire. It ia further announced that M. Giers, who resigned his seat in the Council of Ministers shortly after the issue of the Imperial manifesto in May last year, will succeed Prince Gortschakoff.
