KAIAPOI BOROUGH COUNCIL.

The fortnightly meeting was held on Tiesday. Present The Mayor (Mr Smith), Ors. Parnham, Fr.--er, Woodford, Fold wick, Mathews, and May. Letters were read. From Mr Burnip, applying for an assembly hall license, which was referred to the hal licensing committee. From Bangiora Couo oil, for information on lamplighting, whioi had been furnished. Tte finance committee reported £ll2 due for rert from endowmc-nt reserve, and £7B 5s due br the Mandeville Boad Board. The Mayor apologised for the bridge committee, whici had not reported. He said be had writtei for information respecting a suitable bridgi, and intended to visit the Heathcote bridge, whioh it was believed was similar to the ont required in Kauspoi. In a work of this mag' nitude it was advisable to get the fullest anc best information, and he would be glad if some of the Oounoil could make it convenient to also look over tho bridge alluded to o Or. Fraser seconded pro forma, and moved—" That the matter be left in the hands of tho finance committee." Or. Woodford seconded, and the amendment was agreed to. Or. Cr. Woodford moved —" That all persons using the Council Chamber for meetings be charged for the same." He said the Oounoil had affirmed that the Harbor Board must pay rent, and as there were other publio bodies whioh used the chamber, he contended they ought also to contribute to the revenue of the borough for the privileges granted. Or. May seconded pro forma. The Mayor did not approve of the indiscriminate letting of the room which had been going on, nor that the room should, when granted by him for a private meeting, be reported as used for a publio meeting, as in the oaso of a recent meeting connected with the cricket club. The oontrol of the ohamber might very well be left to his discretion. There were occasional meetings from which there was no inoome, or which wero held for public purposes, in which the chamber might fairly be allowed to be used. There need also be no objeotion to the brass band having it, as it was away from neighbors. The band should find lighting and cleaning. If the Harbor Board went into work it would require tho übo of the offioe more for its staff, Or. Parnham thought that the Board ought not to be spotted ; both bodies were working with a common object—the advancement of tbe town, and a feeling of harmony and reciprocity should be promoted between them. Or. Pinching opposed the remitting of the rent to the Board, owing to the way in whioh it was applied for. Or. Mathews expressed an intention to vote against the motion, believing it to be the privilege of the Mayor to deal with the matter. The motion was put and lost, Crs. Woodford and Fraser voting for it. The Council then adjourned.
