The “ Temps” in its issue to day publishes a statement to the effect that M. Bliguiers, French Controller-General in Egypt, has resigned. The announcement, however, requires confirmation. ST. Proposed Responsible GovernmentThe Natal Legislative Council has dissolved, with the object of testing public opinion in the colony, in regard to the offer recently made by Earl Kimberley, Secretary of State for the Colonies, that Natal should be conceded responsible Government.
