The mails via Suez and Brindisi, which left Melbourne on December 14th, per Orient Co.'s Steamship Cuzco, were delivered here to-day. BERLIN, January 23. Politinal. In the Reichstag to-day, Prince Bismarck made a speech in reference to the Imperial rescript recently issued to the Prussian Parliament. The Chancellor spoke in strong terms in defence of the same, and stated that all responsibility in connection therewith was fully accepted by the Emperor and by himself as Premier of the Prussian Ministry, and by the latter as a whole YIENNA, January 23. The InsurgentsThe Austrian Government recently demanded the surrender of a number of .Herzegovinian insurgents who had fled over the border to Montenegro. Prince Nitika, of the latter principality, however, refused to surrender the refugees, on the ground that considerable excitement has of late shown itself in Montenegro, in consequence of the rising in Herzegovina and the adjoining provinces.
