[ebuter’s telegrams.] BERLIN, January 14. The Prussian Parliament was opened to-day. In his speech the Emperor announced that the relations of Prussia with the Vatican were now of a friendly character, and that a Bill would be introduced enlarging the scope of the law of July, 1880. PARIS, January 14. Gamhetta has introduced Bills in the Chamber of Deputies for the adoption of changes in the senatorial electorate, for re-arrangement of the financial powers of the Senate, and for a modified form of the scrutin do lisie. NEW YORK, January 14. A car containing a number of legislators, from Albany to this city, came into collision with another train. The first caught fire, and nearly all of the carriages were destroyed. Twelve of the passengers were killed and many seiiously injured.
