ROAD BOARDS.
AVON. The above Board met on January 3rd Present—The chairman and all the members. With regard to the alteration of the loop, lino at St. Albans, it was resolved that application be recommended to bo made to the St. Albans Borough Council. The deputation that was appointed to visit the road at New Brighton, which Messrs Travis and Frost asked to have made, reported that they had visited the road referred to. Mr McNamara saw the Board relative to the Canal Reserve road, and declined to accede to the proposition made by the Board. Resolved that the following by-law be adopted : present office of the Avon District Road Board remain for the future the office of the Avon District Road Board," Resolved that
the annual meeting be held on Friday, the 6th inst., at 12 o’clock. Accounts to the amount of £9O IBs lOd were passed and ordered to be paid. The annual meeting was held yesterday at 12.20 p.m., in the office of the Board, Papanui road. Present—Mr J. L Wilson (chairman), Messrs Dunlop, Flesher, Munro and Cooper. About ten or twelve ratepayers were also present. The annual statement of accounts showed the receipts for the year to the 29th December to be £5470 5s 51, consisting of the following items : —Balance ot Bank, £1767 2> 5d ; Government, £1039 0s 9d; rates, 1880, £646 j other sources, £233 14j; rates, 1881, £1784 8j 3d, The expenditure amounted to £3854 14i 9d, leaving a balance in the Bank of £l6lO 10a Bd. The assets were put down at £4564 7s sd, and the liabilities, £240 Is Id. The chairman said this was the customary annual meeting, which was called for the purpose of placing before the ratepayers the business of the past year and the state of the Board’s finance. The printed statement of accounts showed the expenditure and the aesessmonts of the different wards, and in this respect he considered the ward system an advantage. After some further remarks on the general affairs of the Board he said that although he was retiring from his present position as chairman, he would be always glad to give to his successors any advice and assistance in his power. Several ratepayers asked questions concerning items in the accounts, and received replies. Mr Flesher drew attention to the valuation of the assets, which, compared with last year, appeared very low in regard to some of the items. A ratepayer remarked that in the case of the “ office, lond and furniture,” put down at £6OO, such a low valuation would, in the case of a sale, operate injuriously to the interests of the ratepayers. Mr Flesher moved, and Mr Kerr seconded—- “ That in the opinion of this meeting the valuation of the Board's assets is not correctly recorded, as entered in the balance-sheet.” The motion was put and carried. A vote of thanks to the chairman concluded the proceedings.
