Tho decision of tho Government to place Bosnia under tho Austrian system of military service has caused groat discontent among tho Bosnians, especially on tho part of those resident in tho district of Cattaro, on the Montenegrin frontier, and the inhabitants of that district have risen in arms against the Austrian authorities, and severe fighting has already taken place between tho insurgents and the Austrian troops despatched to Cattaro.
