KAIAPOI BOROUGH COUNCIL.
The fortnightly meeting of this Oounoil was held on Tuesday evening. Present—The Mayor (Mr Blackwell), Ors. Moore, Pinching, May, Smith, Fraser, Stanton, Mathews, Parnham, and Woodford. Letters were read— From Mandeville Road Board, stating it had no power to consent to the tramway on one of its roads; the Board would prefer to see the tenders for metalling Beach road before agreeing to the work. Tenders ordered to be forwarded. From Railway Engineer, acknowledging letter from the Council, asking the Government to make the tramway under the Publio Works Aot. From twenty-nine burgesses, asking for a publio meeting to hear the views of the candidates for the office of Mayor. The Mayor stated the same would be advertised. The surveyor reported the
metalling of Akaroa street nearly completed, and the contractor wished to hare it paid for before next meeting if the Council would pass his aooount to be paid by the clerk. The side channel of Black street had been done in a satisfactory manner. The aide channels of Peraki street required cleaning. On the motion of Or. Moore, it was decided to attend to the last-named work. Or. Fraser moved, Or. Mathews seconded—" That the~amount for metalling Akaroa street be passed, to be paid by the surveyor when the work was done." Or. Woodford objeoted, contending that the Council should appro re of the work in the regular way before passing the aooount. Or. Stanton and the Mayor took a similar view. Or. Smith moved an amendment—" That £3O be passed on Bocount of the metalling of Akaroa street." The amendment was carried. The receipts for the fortnight were £25 from the ITiro Insurance Association. The existing overdraft was reported to be £143 8a 6d. Accounts, £39 16j sd, were passed. The Mayor and Cr. Smith reported, in reference to a letter presented at last meeting from Mr Tibbet, that the footpath applied for having been made stopped a line of drainage, and the parties interested wonld have to arrange the matter themselves, as the Council could not be advised to take up the footpath. The chairman of the lighting committee reported that, as the cost per lamp was only 25d per night, and sometimes only lid, it would not be advisable to discontinue the lighting during the summer months. Or. Woodford questioned the accuracy of the calculation. Or. Stanton entered a protest against the Council making private crossings, having declined to make one from the road into his yard. It was explained that where persons found pipes it had been usual for the Council's men to place them at the proper levels. Cr. Moore moved—" That a works committee bo appointed, to assist the surveyor, of Ors. Parnham (chairman), Fraser, and Woodford." He had intimated his intention to so move at last meeting, and referred to cases in which the surveyor's action had been questioned. Or. Pinching asked to have the desirability or otherwise of having a committee settled, and then the members elected. Or. Smith raised the question whether notice of motion to rescind the resolution passed some months ago to discharge, the works committee should not first be given P The Mayor ruled that as notice had not been given to discharge the committee he would not require a notice to move that the committee be reinstated. Cr. Pinching moved an amendment—" That all words after appointed be struck out." Or. Mathews seconded. Cr. Smith looked on the motion as an attempt to abolish the office of surveyor, and he opposed this out and dried scheme. Or. Moore denied that. Or. Smith remembered that some members of the last works committee were unable to give time to its duties. Or. Moore thought the insinuation not called for. Or. Smith contended the motion was intended as clap-trap for election purposes. A discussion ensued, when the amendment was put and carried. It was then moved—- " That Ors. Parnham, Fraser and Woodford form the works committee." Cr. Pinohing moved, Cr. Smith seconded, the substitution of Cr. Stanton's for Or. Fraser'a name. Or. Parnham positively refused to aot on any committees with Or. Stanton, and said he should resign if business was not carried on in a better spirit. Or. Fraser complained of the unfair attack on himself. Ors. Pinching, Smith and May only voted for the amendment, and the motion was carried. Or. Woodford drew attention to the removal of earth from Hilton street east, which was ordered to be inquired into. On the motion of Or. Pinohing, it was resolved to write again for a fixed crane for the railway station. Cr. Smith asked for the report of the by-law committee. [Laughter.] Or. Moore asked for the report of the drainage committee. fMore laughter.J It was decided that the by-law committee present a report in a month. The Council then adjourned.
