Tho Liberals attribute Mr Salt’s victory to his local influence in the borough. Tho Irish, however, support the Conservatives’ claim that tho result of tho contest must ho looked upon as a crushing censure on the Government. VIENNA, November 21. Ee-Called-Count Halnoky do Korospatk, Ambassador to the Russian Court, has been recalled from St. Petersburg, to succeed the late Baron Von Hayraorlo as AustroHungarian Minister for Foreign Affairs, PARIS, November 21. The Anglo-French Treaty. At an interview held between Sir Charles Dilko, the British Foreign UnderSecretary, and M. Gambetta and M. Rouvier, tho new Minister of Commerce, it was decided that the formal negotiations for the new Anglo-French commercial treaty should bo commenced in the middle of December.
