Mr W. Dale, junior, auctioneer, and an active politician, commenced a criminal proceeding against Edward Houghton, proprietor of the "Mail," for publishing an alleged malicious and defamatory libel by reporting a conversation he had with a ratepayer, which damaged his chance of election to the Mayoralty. Mr Dale denied the conversation. The ratepayer was in Court to swear to it as substantially true. The investigation in the R.M. Court occupied two days. After the prosecutor's case olosed, the defendant, who conducted his own case, made an address, alleging reasonable grounds to believe that the alleged libel was true, that it related to an important publio matter, and being justified by the occasion there was no malice. The magistrates then dismissed tho case, without requiring evidence for the defence.

Mr Ballance Speaks.

Mr Ballance delivered a second address to the electors last night. He referred to the telegraphio report of his first speech, and said that his views on the property tax had been misrepresented. Ho said that he adopted the machinery of the property tax to arrive at the principles of the land tax, and to go further by making the tax on land progressive. He opposed the sale of the railways, and advocated the completion of main lines. He said that the question which dwarfed all this was the disposal of Crown and Native lands. The captain's and officers' certificates were all returned. Pilot Thompson, who was in oharge, could only account for the accident by the vessel not paying off, and supposed something was wrong with the stering gear. Junior Pilot McDonald stated that he believed a counter current running along the shore prevented the vessel's head paying off with the flood tide, and wind on the port quarter, although the ruddor appeared to him in the boat not to be hard up. The decision of the Court will be given on Monday.
