The second ballot for the election of members to the Reichstag has resulted in the return of socialist candidates for Bresodan, Mayence and Greitz. An inspired article in the Berlin “ Post ” to-day states that Prince Bismarck is wearied, and wishes to resign, leaving the Government to the clericals and Conservatives. YIENNA, November 8. Political RubbishBaron de Kallay, Under-Secrotary of Foreign Affairs, has issued a statement to the effect that his speech in the Reichstrath yesterday had been incorrectly reported. He affirms that what ho said was that “ neither Italy nor Austria had anything to ask or fear of one another.” Never Satisfied. The leaders of the Bosnian League have made an appeal to Mr Gladstone against what they term the oppression of Austria in Bosnia.
