LATE CABLE NEWS.

The International Social Congress’ arrangements for which have for some time been in progress, has met at Ohoor, the capital of Orisons, the largest ointen in Switzerland. Nearly all the civilised countries in the world have sent representatives, and the proceedings are regarded with much interest. The correspondent of the “ Times,” in South Africa, telegraphs that notwithstanding the hostile spirit displayed by the Boers, he is hopeful that the Vulksraad will ultimately yield, and agree to ratify the convention. Some of the principal leaders are exerting their influence to bring about an amicable settlement of the difficulty. A terrible railway accident has taken place at Rotterdam, one of the most important cities in the Netherlands. Two trains came into collision while travelling at a high rate of speed. Several carriages wore smashed to atoms, and the passengers were buried among the ruins. The number of casualties was very large, no less than forty persons being killed, besides others more or less seriously injured. The Ameer Abdur Rahman has made his triumphal entry into Oandahar, which was occupied by his troops immediately after his recent victory. The inhabitants of the city exhibited a friendly feeling, and great rejoicings were held. Severe shocks of earthquake have been experienced in Turkey, which have caused great alarm. The shocks were most severe in the district of Adrianople, north-west of Constantinople and Gallipoli, at the entrance to the Sea of Marmora. A snow storm of extraordinary severity has fallen in the Tyrol, a mountainous province of Austria. So heavy and continuous was the fall of snow that many houses were completely buried, and in many parts of the country the inhabitants were placed in considerable danger. A Norwegian schooner, when entering the harbor of Elsinore, a seaport in Danmark, came into collision with a steamer. The vessel was out to the water’s edge and foundered, every soul on board being drowned. A discovery has been made of a plot to murder the King of Italy, A man who had threatened to perpetrate the deed was arrested at Milan, and is now under confinement. A serious railway accident has taken place at Oonflans, a township in France. Two trains ran into one another, and serious damage was done. A number of passengers were killed. A very heavy gale took place along the coast of Carolina in the United States, and a number of vessels were driven ashore, and there were several wrecks by whioh lives were lost. The exports of wheat from the United States are likely to be affected. An attempt was made by the factors of Chicago to control the shipments, but a panic has been canted among them by the unexpected yield. The wheat market has, in consequence, been very excited.

Intelligence received from South Africa is of a disquieting character. The settlement made by Sir Q. Wolseley in Zululand, where territory was divided among a number of chiefs, is breaking up and the chiefs are quarrelling among themselves. Fighting has already commenced, and it is feared that the intervention of British troops will be neoes•ary. October 10. Moody and Sankey, the American revivalist preachers, are making another preaching and singing tour in England. They have gathered together large audiences at Newcastle, where they are at present labouring. October 11, In consequence of pressure recently brought to bear upon the Khedive by the troops, who compelled him to form a new Ministry favourable to their claims, England and France, two powers by whose ir flaence Tewfik Pasha was installed Khedive in June, 1879, have agreed to protect him against any similar pressure in future. With this view each of these powers hss despatched a man-of-war to the great commercial seaport of Alexandria. There Lave been prolonged riots in Kilkenny. The rioters offered obstinate resistance to the police, and it was some hours before the disturbances were suppressed. This was not done without some severe fighting, in the course of which several rioters were killed. A serious inundation has taken place at the fortified maritime city of Cagliari, capital of the island of Sardinia. A violent storm arose, in the course of which the sea broke into the lower part of the town, doing a considerable amount of damage to the streets and buildings. A number of bouses were entirely destroyed. A sudden explosion took place on board an Italian brig laden with petroleum. Considerable damage was done to the vessel and several of the crew were severely injured. It is not known how the explosion occurred. Charles Jules Guitenu, the assassin of President Garfield, against whom a true bill was brought by the Grand Jury at Washington, is strictly confined in the gaol in that city. There has been a considerable change in his demeanour during the last few days, and the opinion of the gaol officials is that he is feigning insanity, The new cotton crop is coming forward, which has relieved the tension of the market to such extent that the cotton mills in Lancashire, which had stopped work for some time owing to the short supply available, are resuming operations.

The insurgents have defeated the army which the Bey of Tunis despatched to suppress them. They subsequently wrecked the railway at Ouadguha, and burned twelve employes alive. Several Englishmen wore amongst those who perished. A sculling match has been arranged between Xrickett of Sydney and Plaisted, an American oarsman, who obtained fourth place in the contest that took plan® at Seekonk, Providence Bhodo Island, for tfie Hop Bitters prize, in June, 1880. The race will be rowed on the Bth inst,, at St. Louis, the capital of Mssouri. Mr Gladstone is now on a visit to Leeds, which borough returned him at the head of the poll at the general election in 1880. His reception was a perfect ovation, and the greatest enthusiasm is manifested by the inhabitants. In connection with the Liberal demonstration at Leeds a public meeting was held to-day for the purpose of hearing a speech from the Premier. Mr Gladstone, in a lengthy address dealing with many subjects, attributed the depression of trade throughout Great Britain to the decrease of the purchasing power of the people in consequence of & series of bod harvests, and not to the contraction of the exports of the country. With regard to the land laws, Mr Gladstone acknowledged that reform was required. Farmers, he thought, should be in a poaition to secure an interest in holdings, and obtain compensation for improvements, but he would never consent to the application of the Irish Land Act to England. Adverting to the question of free trade versus protection, Mr Gladstone declared his conviction that the English Government would never .pledge itself to restore protective duties. The Government might as well attempt to abolish trial by jury. The “Standard” has been given to understand that the Government will probably appoint an Assistant High Commissioner of the Pacific.

With a view of being prepared for contingencies which may arise in the event of the non-ratification of the convention, orders have been given for the immediate concentration of all the British troops stationed in Natal in close proximity to the Transvaal. Troops are now hastening to the front. BOMBAY, September 23. A serious riot occurred at Murrain on the 17th inst. between the Hindoos and Mahometans, owing to the former showing objections to the importation of beef to the city. An overpowering body of police and Hindoos attacked the Mahometan mosque, burning the Koran, sacred carpets, and religious books. The Mahometans in tarn burnfthe Hindoo temples. Many people were injured, and -eventually the troops wore called out and took possession of the city gates, the Artillery taking a commanding position. Latest bococcts report all quiet. Tto monsoon is nearly Hosed. Beports from the various parts of the country anticipate e. splendid harvest. The late census shows the populatian of India to be about 252,000,000. Cholera is very bad in the Punjab, in Bombay presidency. The lading shareholders in the Indian gold mining companies have offered a reward ai £IOOO to the manager of the first producing SOOozs of gold, and £SOO to the manager of the second mine producing the same amount, and £SOO to be distributed aroopg the staff.
