PARIS, October 10. Defeat of the Arab Insurgents. Nows has been received that a battle has been fought at Testour, in Northern Tunis, between the Tunisian troops and the Arab insurgents. The engagement was of a sanguinary character, and resulted in the complete rout of the WASHINGTON, October 10. The Senate. At a meeting of the Senate to-day, Mr Bayard, a democrat, was temporarily elected President of tho Senate by 34 votes to 32. -The Democrats are now obstructing tho admission of a new Republican Senator. VIENNA, October 10. ObituaryBaron Von Haymerle, the AustroHungarian Minister for Foreign Affairs, died suddenly to-day.
