TRESS ASSOCIATION TELEGRAM. HOUSE OF REPRESENTATIVES. Friday, September IC. MORNING SITTING. The House met at 11 o’clock. SECOND READINGS. The following Rills wore road a second time:— Patent Acts Amendment, Sheep Act Amendment, and the Port Chalmers Hock Trust. The Hon. J. Hall moved the second reading of Counties Act Snspension|Rill. Mr Ballakcb pointed out that tho Bill raised most important issues, and ought not to be pnt forward at this stage of tho session. If operated on it was designed to throw tho whole system of county government into inextricable disorder. The Hon. J. Hall said that without prejudice to the Bill, on its merits it was plainly a measure ujion which a groat deal of discussion and consequent delay would ensue. Uudor these circumstances he would postpone it, so as to enable other business to Lo gone on with. Sir G. Grey hoped tho measure would not he postponed. It was one urgently wanted for tho North Island, and it was hut right that districts should have tho power to say whether they should be governed by' Road Boards or County Councils, Mr Wood pointed out that the necessity for the measure was very great. A number of petitions had heeu received from tho districts in its favor.
The motion for the seoond reading was put and carried.
The House went into committee on tho following Bills: —Patent Act Amendment, Sheep Act Amendment, Public Health Act Amendment, Port Chalmers Hock Trust, Employment of Females and Others Bill, Volunteer 818, Special Powers and Contracts.
The latter was still under consideration when the hour for adjournment arrived. All the above, with tho exception of the Special Powers and Contracts Bill, were road a third time and passed. The House rose at 1,45,
