Ministerial ProgrammeCherif Pasha, President of the Council of Ministers, has issued a manifesto, setting forth the programme of reforms proposed to be carried out in Egypt. The manifesto suggests that the present European control of the Egyptian financial arrangements should be maintained. The Khedive has expressed his a pproval of tho Ministerial programme. LONDON, September 14. Comforting. The Russian and Gorman official nows" papers are almost unanimous in declaring that tho mootings which took place last month at Gastoin between the Emperors of Germany and Austria, and recently at Dantzic between the Czar and Emperor William, testify fully to the reunion of the three Emperors, and affords a guarantee of European peace.
