CALCUTTA, August 22. Ayoub Khan's Proclamation. Intelligence is to hand from Candahar announcing that Ayoub Khan has issued a proclamation to the people, doclaring himself Ameer of Afghanistan. His advance against Abdul Rahman is reported to bo still further delayed, owing to the want of money with which to pay his troops and provide tho necessary supplies.

The full rehires of elections for tho Chamber of Deputies show that tho contests throughout the country have resulted in the defeat of tho Bonapartist and the Communist candidates, and in tho success of tho moderate Republicans. MADRID, August 22.
