[By Teibseaph.] [PBOJI THE OWN COEBKBPONDENT OP THE “ PBESS.” j WELLINGTON, August 16. The Railways Construction and Land Bill was circulated to-night. This turns out to be the title of the measure which has been so anxiously waited for; but there is another short Bill, called “ Railways Construction,” which, as I mentioned last night, contains only a few clauses to supply omissions in the earlier Bill. There is also, it seems, a “Public Works Bill” as well, which is to come down later. The Railways Construction, &c., Land Bill is, however, the Bill of the session, and is being largely studied to-night. It will be hotly debated on both sides. _ It seems generally admitted that its provisions are very complete and satisfactory. MuReader Wood’s proposal to abolish special Maori representation, and instead give the Natives equal electoral rights with the Europeans in ordinary elections has aroused the fierce opposition of the Maoris. Mr Russell spoke in favor of this idea to-night, and instantly brought down an avalanche of wrath from Tawhai.
