Regarding next week's parliamentary programme, it is intended to oontinue the debate on the second reading of the Representation Bill until this is decided. If the second reading is carried, which is looked on as certain, then it is understood that the Bill will not be oommitted immediately, bui the debate on the second reading of the Railways Construction Bill will be taken. It is thought that these two Bills will occupy moit of the week, together with private business. Governmentjexpect to circulate the Railways Bill, Public Works Estimates and Representation Schedules either to-morrow or on Tuesday. At a Cabinet meeting last night the Public Works Estimates were finally revised and confirmed, and sent to the printer. The Succession Duties Bill (simply provides machinery for collecting succession duties and slightly modifyingjthem. It is proposed to levy 3 per cent, up to £IOOO, and increase on a progressive rate up to 10 per cent, for estates over £50,000. A widow inheriting from her husband is not to pay, and the children and grand-children only pay half duty. It is anticipated that this Bill will bo accepted by the Legislative Oounoil, being muoh less stringent than that of last year.
