Tbeuteb’s telegeams.l CAPETOWN, August 3, The Settlement.
Telegrams are to hand from Pretoria announcing that tho Royal Commissioners, having received a communication from the British Government approving of the draft convention for the settlement of the Transvaal question, have now signed tho document, and have left Pretoria for their various homos. The formal transfer of tho government from the British officers to the Transvaal authority will not, however, take place until Monday, the Bth inst.
