LYTTELTON BOROUGH COUNCIL.
On Monday night the usual fortnightly meeting of the OounoH was held, when there were present the Mayor (chairman), Ors. Macdonald, Heed, Garforth, Webb, Grubb, Weyburne, Smith. Receipts amounting to £202 7s 6d were reported. W. G. Brittain wrote that the Gasworks road was made by Government in lieu of money payment to church property trustees, as compensation for loss of water frontage, and was the result of a Supreme Court action O, P. Trees v Eolleston. Mr Buckley, the contractor for keeping the Sumner road channels clear, was allowed £2 over and above his £l2 per year as an off set for the additional labor involved in connection with the late severe rains. A letter from Mr Taylor, complaining of the stench and nuisance arising from the pigs at Mr J. Illingsworth’s place was read, and the clerk authorised to reply that the Council had taken steps to abate the nuisance, A petition signed by a number of freeholders and tenants living on Ticehurst road, and asking for portions of that road to be lowered, was read. It was left with the works committee, tho understanding being that a drain to carry off the storm water was to be put in at an estimated cost of £65. Captain Wood, in possession of a four years’ lease of a piece of land near the time-ball tower, and for which a lease had been applied for by Mr J. Sowden, wrote stating that he would require £2O per annum from whoever should be tho successful tenderer. Tenders had been advertised for for a twentyono years’ lease of the ground, and the only one received was opened, it being from Mr J. Sowden. He offered £5 per annum rental for twenty-one years for a quarter section, the lease to date from the expiration of the present lessee’s terms. On motion of Or. Weyburne, seconded by Or. Eeed, the offer of Mr Sowden was accepted, Or. Webb voting against it. Accounts amounting to £384 6a 5d were passed for payment. Or. Grubb’s notice of motion that £6O be voted to improve the drainage of Jcycetown came on for discussion. It was seconded by Or. Smith. The Mayor thought that though the place much needed improving, it would be better to expend the amount tamed in improving the roads over there rather than in drainage. The motion was subsequently withdrawn, on tho understanding that the works committee would have something done at once. A comparative statement of the receipts of the Council from tho sale of water to the shipping during the years 1880 and 1881 was laid on the table. In 1880 the water was managed by the Railway Department, and grossed £527 Is 6d. The last twelve months it has been controlled by tho Council, and grossed £716 5s 9i. On motion of Cr. Smith, seconded by Or. Eeed, the salary of tho man in charge of the water supply at the wharves was increased to 8s per day. Or. Webb drew attention to a number of puddles existing in the outskirts of the town. The Councillor was informed that the matters were in course of treatment by tho works committee. Leave of absence for two meetings was granted to the Mayor. It was agreed to give final notice to delinquent rate- ( payers.
