LYTTELTON BOROUGH COUNCIL.
The usual fortnightly meeting of this Council -was held on Monday night. Present— Councillors Smith, Heed, Qarforth, Webb, Grubb, Weyburne. On tbe motion Or. Smith took the chair. The receipts since the preceding meeting wore reported to be £558 17a lid. A letter was read from the Colonial Secretary’s office, advising payment to the Council of £ll2 6j 6d, half the sum disbursed by the borough for charitable aid up to March last. Two other communications were also read from the same source, one of which acknowledged receipt of a copy of the new building by-law, which comes into force on the 20th instant. The other asked for a copy of the borough valuation list for 1880, and had been replied to. MrH. Hurrell, of the public works department, requested a Jin pipe for a water supply be laid to the gaol. Granted. Mr T. Bradley, stationmaster, advised that a padlock had been placed on the water tank on the wharf, as asked by the Council. Mrs J. Bobinson wrote, calling attention to the imperfect state of the drainage from Jackson’s road through her property. The foreman of works said the matter had received attention. Leave of absence was granted to Cr. Macpberson. Accounts to the amount of £137 16s 9J were passed. Mr Kent, engineer at the waterworks, sent in his monthly report. Or. Boed, on behalf of the estates committee, reported that that committee had agreed to recommend, with respect to Mr E. Qusree's lease of borough property on Norwich Quay, that the Council should not press the building conditions of the lease further at present. The recommendation was agreed to. With respect to Mr J, Sowdon’s application to lease a quarter of an acre on the west side of the time bdH tower for twenty-one years for building purposes, the committee recommended that it be granted, subject to the usual condition of first being submitted to public tender. The ground in question is at present leased to Captain Eiohard Wood, the lease not to expire for four years, but Mr Sowden was prepared to lease for twentyone years, and arrange with Captain Wood terms for the remainder of his loa?e. Or. Webb thought there wore such complications about this application that it should be declined for the present. He thought some
of the persons who tendered might be handicapped by the present lessee. Upon his motion, it was agreed that the clerk write to Captain Wood, asking him to please state his terms for the remainder of his lease. Ors. Weyburno and Heed voted against the motion. Or. Grubb gave notice of motion —" That £6O bo voted for improving the drainage of Joyeetown.” Ors. Woyburne and Heed spoke against this proposal as being premature. The first duty, in their judgment, was to properly form the streets of Joycetowa. The chairman and Or. Webb were inclined to support the motion that the sum be voted. The motion will come up at the next meeting. Several complaints of drainage and cesspits in various parts of the town were reserved to the works committee. The chairman suggested that the inspector of nuisances be empowered to visit the various dairies in the district, and the Council adjourned.
