[better's telegrams.] MELBOURNE, July 8. The Royal Midshipmen. A grand ball was given by the Governor last evening to the Royal Princes. Seventeen hundred guests were present, and the affair was most successful. The New Ministry. Sir Bryan O'Loghlen is making but slow progress in the formation of the new Ministry. It has transpired that Sir John O'Shannassey has decided to accept a portfolio.
