[By Tblbgeaph.] [Per s.s. Eingarooma, at tho Bluff.] LONDON, June 20. An unfortunate accident has befallen Kelly, the well-known ex-ohampion oarsman, who accompanied Trickett to the United States. On the train approaching Saratoga, Trickett and Kelly were boxing together, when Kelly accidentally fell and broke his leg. Intelligence has been received by way of India that notwithstanding the alleged amicable settlement of the Kuldja difficulty, the relations between Russia and China are of a very strained character. It is reported that not only is Russia intent upon retaining her hold upon the Kuldja Valley, but that she has been stirring up an anti-Chinese feeling amongst the Mahometan population at Kashgar, which was recognised by the Chinese two years age, when tho kingdom was established, Russian troops are being massed upon the frontier for the purpose of entering Kashgar. A conflict with the Chinese army is imminent. These rumors, though not traceable to any authoritative source, are generally current in India, and some credit is attached thereto. A telegram coming from the United States avers that another claimant to the Tiohborne estates, representing himself as the real Sir Roger, has been discovered near San Francisco, and that it is his intention to proceed to England to prosecute bis claim. Little credence is attached here to the story. Admiral Dalrymple Hay, member for Wigton, has given notice of his intention to move, in a month’s time, a resolution affirming that, owing to the frequency of massacres in the South Seas by the Natives, the safety of the lives of white men requires that the naval officers in command of her Majesty’s men-pf-war on the Australian station should be given supreme authority to deal with all outrages, and that tho powers of the High Commissioner in the Pacific should to this extent be curtailed. June 24. The Chinese authorities are making strenuous efforts to place the navy on a sound basis. Application has been made io tho United States’ Government to appoint an officer in the service who shall undertake the task of re-organisation. The request has been complied with, and a lieutenant of the United States’ navy has been authorised to proceed to China on this mission. Greece has determined upon increasing her navy, and an order for the construction of six ironclads has been sent to France, The hop harvest in England promises a very favorable one this season. Mr Parnell, who recently announced his intention of proceeding on a tour to America, has arranged to postpone his departure till the end of the present Parliamentary session. The attitude of France with regard to the Mohammedan stale in Tripoli, nominally subject to Turkey, is attracting considerable attention. The French Government threatens to seize and annex the entire territory. Prince Bismarck, who was recovering from bis recent illness, has suffered a relapse, and the state of his health is causing considerable anxiety throughout Germany. The Albanians continue to show signs of discontent with the Turkish Government. They set fire to the town of Arts, but the conflagration was suppressed before muoh damage was done, and five perpetrators of the act were arrested. The Kaffir tribes in the Transvaal are showing strong signs of discontent with the Boer Government, and an outbreak against their role is considered imminent, June 27. The Protectionist movement is spreading in Germany. The advocates claim that it should be generally enforced thronghont the whole of the empire. There is a strike among the nailers of Worcestershire and Staffordshire. Thirty thousand have struck for an advance of onethird on the present rate of wages.
