KAIAPOI BOROUGH COUNCIL.

The fortnightly meeting of this Council vu held on Tuesday evening. Present—The Mayor (Mr Blackwell), Crt. Moore, Pinching, Smith, Fraser, Woodford, Stanton. The Mayor reported the endowment reserves had been let at 4a 6d per acre to suitable tenants. A vacancy had occurred through the sudden decease of Or, Monk. Letters were read : From Mandeville Boad Board, relative to a conference between surveyors relative to shingling Beach road. Agreed to. From Messrs Weston, Humphries, Burnip, Moran and Baker, asking for side channelling at corner of North road. Or. Moore moved, Or. Woodford seconded —" That the surveyor report on same, and ascertain if the parties would contribute towards the cost.” Carried. Or. Pinching urged that unless drainage was provided they could not prohibit persons from emptying slops into the side channels. The Mayor pointed out that under the by-law a penalty would attach to persons putting filth into the channels. From Mr B. Saundtrs, forwarding £IOO for rent of reserve at Ashburton. From Treasury, forwarding £1 IBs from fees and fines. From returning officer, notifying election of Messrs Matthews and Hewlings as auditors. From Mr W. Hailes, drawing attention to his acting for a gas company, and offering to give information or estimates. The surveyor reported a pipe drain finished at Mr Beswick’s, a culvert repaired in Fuller street; tenders had been sent in for metalling. From Mr B. M. Wright, reporting on the state of the bridge, which he said was not likely to last longer than two years. Or. Fraser, chairman, finance committee, reported the receipts to be £lO3 12s, the overdraft now being £4O 4s 10d, The estimated receipts for the year were £1630 4s 9d, the amount of estimated expenditure being £2228 9s 7d; accounts, £lB Is 7d. On motion of Or. Pinching, seconded by Or. Fraser, a vote of condolence with Mrs Monk on her bereavement was passed. It was resolved —" That Or. Woodford's name be added to the planting committee, and the committee report on the land given by Mr White,” Attention was drawn to the question of the Licensing Court not being held on the proper day and the fact that there was no Licensing Commissioner ior the town of Kaiapoi. The Clerk, in reply to Or. Pinching, thought there were only a few dogs in the town not registered. Or. Pinching moved, Cr. Smith seconded—“ That the sergeant of police be requested to enforce the provisions of the Dog Act.” Carried. In reply to a councillor, the Clerk said £6O in rates was outstanding, and he had issued a batch of twelve summonses. Replying to Or. Moore, the Mayor said no steps had been taken in the matter of the cemetery. Or. Woodford drew attention to the advantage of acquiring the rifle range reserve for the town. Beferring to the bridge question, it was proposed by Or, Moore, seconded by Cr. Woodford—“ That the Council purchase the material and have the repairs made by day labdr.” Or. Fraser moved, Or. Stanton seconded— 11 That the work be tendered for.” The amendment was lost, the motion agreed to.' Or. Pinching moved — “ That the member for the district be written to and asked to obtain a grant for the erection of a new bridge.” Or. Woodford seconded; the motion was carried. J. Sims’ tender to i ripply drain pipes for a year was accepted. T. Richards’ tender for shingle at 2s 5d was accepted. It was resolved that an ordinary , rate of Is in the £be made and levied. The i Council then adjourned.
