SYDENHAM BOROUGH COUNCIL.
The usual fortnightly meeting of the obovo was held last evening. Present —Ors. Hall (in the chair), Andrew, Day, Forrester, Pavitt, Joyce and White An apology was read from His Worship tho Mayor, who was absent on account of indisposition. The councillors present expressed their regret at the cause of tho Mayor’s absence. Letters were read : From Mr O. Allison, junior, returning officer, stating that Messrs O. Ladds and Neil Black had been elected as borough auditors for the ensuing year. The letter was received. From Mr James Bradley, of Ashburton, calling the attention of the Council to a specimen of the asphalto channelling and kerbing prepared by him, and stating that he was about opening works for same in Sydenham, &o. Referred to tho works committee. From Mr Robert Thomas re the cost of formation of streets in Wilson’s paddock, with an accompanying plan. Referred to tho works committee. From Mr George Murdoch, South Rakaia, applying for lease of one of the Council’s reserves situated in the Ashburton district. Referred to the works committee to report thereon at next meeting. The works committee’s report was road, received, and adopted. Or, Joyce moved, and Or. Pavitt seconded—“ That a rate of Is in tho £ on the rateable property in tho borough be struck for the current year.” Cr. White moved, and Or. Forrester seconded—“ That the rate bo 0d in the £." After considerable discussion as to ways and means, the Is rate was carried. The finance committee reported the receipts of the past fortnight wore £BB 6s lOd ; expenditure, £l7B 9s lOd ; credit balance at Bank, £llß6 3s lOd. The estimates for the current year wore also laid on the table. The report was adopted. The Waimakariri rate at Id in the £ was then proposed, seconded, and passed unanimously. Or. Joyce moved—‘‘That Mr Broham be asked to instruct the Sydenham police to look after unregistered dogs.” The motion was carried unanimously. Or. Joyce then detailed the result of the deputation to tho Drainage Board, which is reported elsewhere. Or. Joyce moved, Cr. Forrester seconded, and it was resolved—“ That an -opportunity be offered tho ratepayers of the drainage district to sign a petition asking the members to resign.” Or. Andrew moved, Or, Pavitt seconded, and it was agreed—- “ That the drainage committee be requested to obtain the advice of a solicitor as to the powers of the Drainage Board to take the excreta of Sydenham down tho sewers ; also upon any' question affecting the drainage system of this borough, and the legality of the rate.” It was resolved, on the motion of Or. Pavitt, seconded by Or. Joyce—“ That from what the deputation learnt at the Drainage Board to-day, it considers the principle of apportioning the amount of rates over the different districts would be unfair to Sydenham. That a uniform rate over the several districts would bo a much mors equable mods of dealing with this part of tho question, leaving to the respective members the order in which works should be carried out,” The Council then adjourned.
