[betjteb's telegbams.] I ADELAIDE, Juno 2. Parliament. The South Australian Parliament was opened to-day by Sir "William Jervoia. * His Excellency's speech on the occasion r pointed out the necessity which exists for r the reform of the Legislative Council, J and it regretted the unfavorable harvest t of the past season, but said that the J revenue during the year had been maintained, and it was not anticipated that t any deficiency would be shown. At the fc same time an increase in expenditure t would necessitate an increase in revenue, c and changes in the system of taxation. The reforms to bo proposed would be in the direction of an increase in the property tax, and a modi- j fication of the tariff with a view to the < relief of producers, especially in the < Northern Territory. Fresh expenditure J would be necessary in connection with ( the waterworks in various towns in the colony. The speech then went on to 1 enumerate the principal measures to be ' introduced by the Government during the session. These will comprise Bills for J the reform of the Civil Service, for the abolition of the pension bystem, for authority to construct the Transcontinental Eailway, for the amendment of the Land Act, and the amendment of the constitution of the Marine Board.
