ENGLISH &_ FOREIGN [reuter’s telegrams.] LONDON, May 29. Indian Affairs. The “ Times,” in a leading article yesterday, contradicts the reports recently circulated that it was the intention o£ the British Government permanently to occupy Champ and Pisheen Valley after the evacuation of Candahar. It announces that orders have been issued for the early evacuation of the latter post. The “ Times ” further states that the Indian Government has warmly protested against the withdrawal of the troops from Afghan territory, but without influencing the determination of the Imperial Cabinet. Diplomatic. Rumours that com plications are likely to arise between Russia and Germany consequent upon the accession of the C*ar Alexander 111,, are attracting attention throughout Europe. The growing coldness between the two countries is being commented upon in diplomatic circles at the present time.
