[eeuter’s telegrams.] MELBOURNE, May 17. Reform Progresses {?)- It has transpired, that, at the Cabinet Council hold yesterday, it was decided to accept the Reform Bill as returned by the Legislative Council, subject to a £2O rating qualification for occupiers, and to some other modifications, being adopted. The Hon. Graham Berry made a speech last night, in which, in referring to the decision of the Cabinet, ho said that the acceptance of the Legislative Council’s amendments would not (he feared) bring about a final settlement of the reform question.
