SYDENHAM BOROUGH COUNCIL.
The usual fortnightly meeting was held last night at the Council Chambers. Present His Worship the Mayor (in the chair), Ore. White, Pavitt, Joyce, Day, Langdowu, Hall, Andrew and Nicholls,
Correspondence was read, viz : —Circular from Registrar-General, requesting statistics to be furnished on certain forms supplied. Letter from Mr J. G. Hawkes, submitting for approval sale plan for certain property he proposed to cut up for sale in the borough. Erum Waimakariri Board of Conservators about outstanding rates, valuation and commission on future collections. From Chief Postmaster, re opening the Savings Bunk during extended hours at the local Post-office. That officer stated that the request. could not be complied with. From Mr W. W. Charters, tendering the resignation of his seat at the Council. From Mr O. A, Ulrich, pointing out strongly tho evils caused by delay in forming and channelling the South town belt. The reports of committees —lighting, works and finance—were read. The receipts during the fortnight had been £145 18s sd, the expenditure £65 13s Id. The bal-.rca at the Bank was stated to be £915 8i Id. The town clerk was instructed to furnish tho information required by the RegistrarGeneral.
It was unanimously resolved—“ That Mr Hawkes’ plans were not of a character to be approved or sanctioned by the Council. The sections proposed to be laid off are too small and access to them imperfect.”
The letter from the Board of Conservators was ordered to bo received. Consideration of the letter from the Chief Postmaster was allowed to stand over for the collection of statistics until next meeting, Or. Joyce undertaking to procure further information as to the necessity of extended hours. Cr. Charters’ resignation was received. The letter from Mr 0. A. Ulrich was ordered to be received, and its consideration referred to the works committee.
On the last named motion, several councillors spoke to the state of the negotiations with the City Council, and a lone conversation ensued. A letter was read which had been sent by the works committee to the latter body, the sense of which was that the Borough Council still refused to construct the channelling in concrete, but made overtures for doing some portion of that work, suggesting an arrangement between the bodies with that end. There had been no result however as yet, and matters were still in status quo. Or. White quoted from the report of the worts committee as follows:—“The City Council having refused to allow the alterations to the South -town belt to be made unless the side channels are constructed of concrete at the same time, we have asked the works committee of that body to confer with us on the matte-, and to go over the ground to decide what shall be done,” and said the City Council had characterised them as “ bush lawyers.” He might retort with truth that the Christchurch councillors were “ Dogs in the manger.” They would not do what was required, or let others do it. The discussion finally closed by instructing the works committee to meet Mr Ulrich and any other ratepayers interested, when the whole of the past proceedings and present state of affairs should be reviewed.
The reports of tho various committees were approved. The finance committee had instructed the collector to sue for all outstanding rates forthwith. On ths motion of Or. Hall the works committee were instructed to peruse the deed of concession to the Tramway Company, now in their hands, and act as they may think fit in the matter. Cr. Andrew moved, and Or, Langdown seconded—“ That a committee be appointed, consisting of Crs. Joyce, Langdown, Hall, White, and the mover, to consider the new Drainage Bill, and report on the same.” Cr, Joyce was appointed a chairman of the finance committee vice Charters, resigned. This was the whole of tho business, and the Council adjourned.
