[Per s.s. Eotomahana at the Bluff.] LONDON. March 2. In anticipation of the Irish Coercion Bill immediately becoming law, Mr Forster and the officials in Dublin are engaged in taking the preliminary steps for the enforcement of the provisions of the measure. Lists have been obtained of the most prominent promoters of the agitation and outrages. It is stated that the authorities have selected those who are to be arrested as soon as the Queen’s assent has been given to the Bill. Much discontent is expressed at the delay of the Government in bringing forward their measure for the reform of the I" 8 * 1 . system. It is now asserted that the Land .Bill will not be submitted to Parliament tor another month. The dilatory policy or tee Government is severely criticised by the Radical portion of the press, but it is generally believed that the delay was duo to a division of opinion in the Cabinet upon tno leading principles included in the measure. . In the United States and on the Continent a strong feeling of sympathy is expressed with the Boers. The Continental press condemn the annexation of tho Transvaal as arbitrary and uncalled for, and describe the Boers as a brave people fighting for their liberty. , Intelligence from Bagdad states that the plague has broken out in the district of Mesopotamia, and is proving most fatal amongst the impoverished population, who are dying by hundreds. Great alarm is felt that the disease may spread to other countries, and assistance is urgently asked for. Intelligence has been received San Francisco that smallpox has broken out in the Sandwich Islands, and is committing great ravages among the natives. In Honolulu especially the mortality is excessive. A smart shook of earthquake has been experienced at Berne in Switzerland, causing much consternation among the inhabitants. March 5.
General Roberts has sailed for tho Cape to assume the command of tho British operations in the Transvaal. Captain Spencer Childers, tho son of the Minister of War, has boon appointed as aide-de-camp to General Roberts. Walsh, one of the members of tho Land League who was amongst those recently prosecuted for sedition, has left Ireland for New Zealand, It is assumed that the object of his visit is to make arrangements in the Australasian colonies for the collection of subscriptions on behalf of the Land League. Tho authorities in Ireland are completing their preparations for bringing into effective operation tho provisions of the Irish Coercion Act. Constitutional struggles in Germany between the Chancellor, Prince Bismarck, and the Reichstag are exciting much interest. There have been several animated debates in the Chamber, and the policy pursued by Bismarck has been severely handled by many deputies. A proposal has been mooted by the Alpine Club to visit New Zealand for tho purpose of thoroughly exploring the fine mountainous scenery of that colony. The idea has been favorably received among tho members, and it is anticipated that a considerable number will visit New Zealand shortly. The severity of the weather in the United States and Canada still holds Snowstorms have been so heavy and continuous that on tho Union and Pacific railway and other lines in the north-west communication has been interrupted for more than a week. There has been an absolute block of traffic, and gangs of men have had to bo employed to clear the lines of snowdrifts. The King of Hawaii, David Kalakau, is now on a visit to England, Ho is fifty years of age, and was chosen king about seven years ago. J 6 March 6. The officials and members of the Irish Land League continue to prosecute an active agitation for tho amendment of the land laws. To-day (Sunday) a monster meeting of tho League and its adherents was held, and it passed off without any disturbance of tho peace. President Garfield has appointed James Gillespie Blaine, Senator of the State of Maine, Secretary of State to the new Government.
