CANTERBURY COLLEGE.

A special meeting of the Board of Governors was held yesterday. Present—Mr W. Montgomery (in the chair), the Primate, Messrs T. H. Potts, J. N. Toeswill, R. W. Fereday, F. do o. Malet, W. Reeves, J. D. Enys, J. V. Oolborne-Veel, E. O. J. Stevens, W. J. W. Hamilton. The Chairman said the Board would hare to elect a member of the Library and Museum committee, in place of Dr. Coward. Mr Stevens inquired whether the Board had power to declare the seat vacant. The Chairman said he understood that he had power to do so. Mr Malet desired to ask the Chairman in what position the question of opening the Library on Sunday was left by the count out before the division on the question was taken.

The Chairman said that, as regarded tho question of tho division at the last meeting of the Board, the ruling on Friday was that the count out superseded the question, and notice of motion must be given, or be again brought up by the committee. The question must be begun de novo.

Mr Reeves said that he thought it would hardly bo necessary to refer the matter back to the committee. The original report of the committee in favor of the opening of tho library still remained in its integrity. Mr Tosswill asked whether tho question could not be brought up again at the next meeting, when a count out had taken place. The Chairman said that May did not say so. He would read to them now the passage in May bearing upon the question raised by Mr Malet. [Read.] The Board would see from this that a count out was tho same as an adjournment, and the question could not be brought up again without notice, or commencement de novo.

Mr Stevens said that he thought that the Board should give instructions to the library committee to again consider the question, as, unless the library committee moved in this matter, there would be a dead stop. Ho thought that it would meet Mr Reeves's ideas if the course he had indicated were followed.

Tho Chairman said that any member could move in the matter.

Mr Stevens —Independently of the library committee.

The Chairman—Yes, certainly. Any member can give notice of motion at next meeting for the re consideration of the matter.

The Board then proceeded to consider the report of the College committee. Tho Chairman intimated that, as there were some matters which required information to be given, the Board had better go into committee on the report. On the motion of Mr Reeves, seconded by Mr Malet, the Board went into committee.

On reporting progress, the Chairman stated that the committee had adopted the recommendations of the College committee as to the Professor of Biology, the second mastership of the Boys' High School, and the Professor of German and French.

Mr Reeves moved, " That the arrangement made, by the College for the continuance of Professor Hutton's services as Professor of Biology in connection with the College be approved." Mr Stevens seconded tho motion, whioh was agreed to. The Board then adopted the resolutions passed in committee respecting the other clauses of the College committee's report. Mr E. O. J. Stevens was eleoted a member of tho Library committee; and Mr John Inglis as a member of the Museum committee, in place of Dr. Coward. Mr Reeves gave notice of motion as follows: —" That the question of opening the Public Library on Sundays be considered at next meeting of the Board." The report of the estates committee was read and adopted. Mr Toiswill asked the chairman whether on Mr Reeves' motion it was competent for any one to move that the Library be opened on Sunday. Mr Reeves had not given notice of anything further than the opening up of the discussion again. The Chairman said that it would be necessary that another notice of motion should be given affirming the desirability or otherwise of opening the Library on Sundays. Mr Reeves was obliged to Mr Tosswill for calling his attention to tho matter. Ho had thought tho motion of which ho had given notice would have enabled him to move that the Library be opened. But as this was not so he would give notice of motion as follows :—" That it is expedient that the Board authorise the opening of the Reference Library and Reading Room on Sundays between the hours of 2 and 5 p.m. and 7 to 9 p.m." Mr Reeves said he would withdraw the other notioe of motion already given by him. The Board then adjourned.
